Rural School Regulation Decree
The Prussian Rural School Regulation is issued in the principality of Minden and County of Ravensberg. Insufficient pedagogical and technical training for the teachers and difficult living conditions with the children in the rural areas make realignment necessary.
It is the first extensive regulation of the elementary school system and serves as a template for the so-called "General Rural School Regulation". This first general elementary school legislation for Prussia is declared by King Frederick II in 1763 for the Lutheran schools. This forms the legislative basis for the general school obligation formally already existing in 1717. From thence onwards, regular visits and an obligatory schedule of lessons are intended.
A teacher seminar is founded in Minden in 1776. This is an attempt to establish general training and education for teachers in the schools.
