A further measure of administration reform under King Frederick William I is the introduction of war chambers and domain chambers as the premier authority for the financial structure and tax system. They serve to promote the regional exercise of power. The chambers in Minden and Kleve initially exist since 1723. This administration structure is further enhanced in 1787 by awarding Hamm its own war chamber and domain chamber. Officials and committees sourced just from the territory itself no longer only work in the chambers but also external specialists, usually with academic education. Some of these utilise their outstanding knowledge for the benefit of the state, thereby initiating Prussia's reputation as being especially effective and modern.
